the alcohol is non conductive and also has a lower freezing point the water so it allows the dry ice to turn from a solid into a liquid instead of skipping the liquid state and turning into a gas.
and yes you can use a refrigerator compressor to cool your rig, this form of cooling allows for sub-zero temps on a 24/7 rig, you can either build them or buy them but they dont come cheap.

chilled cooling is almost the same but instead of the coolant go threw a radiator, it dumps into a reservoir tank which has the evaporator part of a air conditioner sitting in it.
