CAN I JOIN TKC TKC TRUE ELITE SAID I COULD JOIN

I have no clue, as Im not TKC, but they do have a section about joining TKC in their FAQ. I linked it below.

Joining TKC is by invite only unfortunately, but showing your interest doesn't hurt. I don't know who told you about us from True Elite but if they lead you astray in thinking that you could just post here and join, I apologize. If you are truly interested then just keep playing our servers and join us for our clan activities, such as playing Capture the Flag on Wednesday's, and you will get picked up eventually (as long as you show promise to been a good addition to the clan). Again, thanks for your interest.

Being a member of TKC, in a way, really isn't up to the members of TKC, but those who are interested. If you do as DonJuan has said, show up to CTF, become a forum regular, show respect to other players and general good manner, you will most likely become a TKC member in the future. But know this, we aren't like other clans. Becoming a member is not a fast process and can take months. But if you are really interested, follow the suggestions we've posted you'll make it.
